Traffic Signal Control: A Short Overview Traffic signal control is the design and operation of signal timing at intersections and along roadways to manage how vehicles, pedestrians, and cyclists move. The goal is to balance safety with efficiency, reducing delays while preventing congestion and crashes. What traffic signal control tries to achieve - Safety: minimize conflict points and crashes between road users. - Mobility: reduce delays and improve travel time, especially during peak periods. - Equity: provide fair crossing opportunities for pedestrians and cyclists. - Environment and energy: lower fuel consumption and emissions by avoiding stop-and-go traffic. - Reliability: ensure predictable travel times even as demand changes. How a typical signal system works - Signal controller: the “brain” that runs a plan or adapts to conditions. It controls the sequence of lights (green, yellow, red) for each approach. - Phases and cycle length: a cycle is the complete sequence of signal indications through all directions. A phase is the green interval for a particular movement (e.g., northbound left-turn). A cycle length plus intergreen intervals (yellow and all-red times) determine the total signal time. - Detectors and data: sensors (inductive loops, cameras, radar) detect vehicle presence and sometimes pedestrians. This data helps decide when to switch phases or extend green times. - Coordination: on multi‑intersection corridors, signals coordinate to create a “green wave” that lets vehicles move smoothly along the street with minimal stops. Common control strategies - Fixed-time control: pre-set timing plans based on typical traffic patterns for different times of day (e.g., morning peak, midday). Simple and reliable but not responsive to real-time fluctuations. - Actuated control: uses detectors to adapt signal timing in real time. Green times can be extended when vehicles are present, reducing unnecessary stops. - Adaptive control: sophisticated systems that continually adjust plans across many intersections based on live traffic data. Examples include SCOOT, SCATS, and newer AI-based approaches. These aim to optimize network-wide performance rather than a single intersection. - Special modes: pedestrian- or bicycle-priority phases, protected turns, bus priority, or emergency vehicle preemption to reduce response times for critical users. Simple example - At a four-way intersection, a basic fixed-time plan might allocate cycle length of 90 seconds: 28 seconds for north-south through movement, 28 seconds for east-west through, and the remaining time for turning movements and all-red intervals. In an actuated system, if little traffic is present, the green time can shorten; if a queue builds, green time for that approach can lengthen to clear it.
